Workflow

1. Define the migration contract

State exact old forms, new forms, scope, exclusions, semantic assumptions, generated files, binary or structured artifacts requiring specialist handling, and rollback requirements.

Completion criterion: A reviewer can distinguish a safe match from a false positive.
