Apply this workflow only to repositories that use the same layout and updater as 1solomonwakhungu/typst-dev-container.

Preserve the buildability rule

The newest upstream release is not necessarily usable. Adopt a release only after every artifact consumed by the Docker build exists:

• Typst needs both static musl archives: typst-x86_64-unknown-linux-musl.tar.xz and typst-aarch64-unknown-linux-musl.tar.xz.
• Pandoc needs both Linux archives: pandoc-<version>-linux-amd64.tar.gz and pandoc-<version>-linux-arm64.tar.gz.
• Rust needs the official rust:<version> Docker Hub tag because the Dockerfile builds from that image.
