[SAFE]: The skill operates entirely within a local environment, using a dedicated SQLite database located in a user-controlled path (~/vault/capacity.db or defined by an environment variable). It does not perform any network operations or external data transmissions.
[SAFE]: Data integrity is maintained using parameterized SQL queries in capacity.ts, preventing potential SQL injection through metadata or provider names.
[SAFE]: The logic in arbitrate.ts and estimator.ts is purely algorithmic and used to provide advisory guidance to the agent's routing mechanism. It does not attempt to override system prompts or bypass security constraints.
[SAFE]: Test files (capacity.test.ts and validate.ts) use standard testing patterns, such as spawning local processes with known paths and cleaning up temporary test databases, which are appropriate for the development and validation of the skill's performance.
