Nuxt Frontend Standards

For Nuxt 3/4 projects (Vue's meta-framework — file-based routing, hybrid rendering, and auto-imports on top of Vue's Composition API). Extends the framework-agnostic rules in the core-standards skill with Nuxt-specific APIs, conventions, and tooling.
