Workflow Gate
A reflex-fast router. Over-escalating burns time on obvious work; under-escalating creates rework or outages.
Fast path: decide from the cheat card + precedence below and emit the block. A matching row or numbered rule is complete: load zero references.
Slow path: only when those rules still do not decide the result, load exactly one matching reference:

Mandatory pre-routing overrides
Before Fast skip, the cheat card, or the user-named-skill rule, check Rules #1 and #2 below. If either fires, stop there. The full destructive / creative definitions live only in Precedence rules to avoid drift.
Full-completion downstream handoff
After Rules #1 and #2 clear, skip this gate's Route block and load goal-gate directly when the user's primary request explicitly creates, manages, continues, completes, or blocks a native Goal. Goal management is not ordinary Plan generation, and Goal-only intent does not imply task-completion-loop. Preserve explicit exclusions on reviewers, scanners, or execution systems.
