The GitHub Releases URL https://github.com/planetscale/cli/releases/latest/download/pscale_linux_amd64.tar.gz is fetched and installed at runtime in the CI workflow (curl ... | tar xz and then moving the binary), which downloads and executes remote code that the skill relies on for pscale CLI operations.
