Execute the task list from tasks.md following TDD and the FRAMEWORK.md change workflow.

Input: Optionally specify a change name. If omitted, infer from context or ask.

Steps

1. Check the checklists

   If specs/changes/<name>/checklists/ exists, count each checklist's ticked and unticked items and show a table:
