The skill runs scripts/inspect_issue.py, which uses gh issue view and gh api repos/{owner}/{repo}/issues/{n}/comments... to fetch outsider-authored GitHub Issue body/comments (free text) and then concatenates them into all_text for parsing and inclusion in the generated report/LLM context.
