Decide which pages exist and what each section is for. Enforce hero budget and one job per section.

Process

1. Load

Read BRIEF.md, BRAND.md, docs/agents/design-rules.md.

2. Grill

1. Primary entry page and its success action
2. Must-have pages vs later
3. Nav labels (few)
4. For the tracer page (usually home): section list — each with one job
5. Hero budget check: first viewport contents only

Completion criterion: sitemap agreed; tracer page sections each have one job; hero budget not violated on paper.
