Detect first

Read what the repo already declares before adding config:

Root pubspec.yaml — is there a workspace: list and a melos: key? Dart SDK ^3.6.0+ enables native workspaces.
Each member pubspec.yaml — does it set resolution: workspace?
A stray melos.yaml (legacy) or pubspec_overrides.yaml/path: overrides — both are smells to remove.
Publishing target: presence of LICENSE, CHANGELOG.md, example/, dartdoc on public API, repository:/homepage:. Federated: a *_platform_interface package + per-platform packages with implements:/default_package:.
