The Tiltfile examples use extension_repo and load('ext://...') which fetch and execute remote Starlark extensions from GitHub (e.g. https://github.com/tilt-dev/tilt-extensions and the example https://github.com/org/tilt-extensions) at runtime, so remote code would be fetched and executed and relied upon by the skill.
