The runner (scripts/run.py) makes runtime POST requests to the external API at https://ai-skills.ai/api/execute (DEFAULT_BASE_URL) which the skill requires to fetch execution results that directly determine agent prompts/responses, so this is a required runtime external dependency controlling the agent.
