Orca Orchestration

Coordinate supervised Orca workers safely. Prefer native worker-start --agent <id> for every Orca-registered agent, including OMO through the registered pi launcher, and reserve custom low-level Dispatch for genuinely unregistered CLIs and existing user-owned tabs.

Purpose and boundary

This skill owns supervised coordination: the caller creates or directs an Orca worker, waits for observable state, receives results, and integrates them. It also owns the safe launch configuration of coding-agent terminals, including model, thinking/effort, credential, and quota decisions.
