Atlas for Spanner

What is specific to Google Cloud Spanner when Atlas manages the schema. The atlas skill covers the workflows and commands; this skill covers the rules, edge cases, and answers that differ on Spanner. It covers both dialects, GoogleSQL and PostgreSQL. Behavior was checked against the Spanner emulator 1.5.58 and Google's Spanner documentation.
