Get an empty app all the way to TestFlight and Play's internal track before you write a single feature. Everything painful about mobile release — programme enrollment, identity verification, signing material, store records, review, the new-account testing window — has lead time that cannot be compressed by working harder, and every one of those problems is dramatically cheaper to hit against a blank shell than against a finished app. An agent that discovers them at submission time discovers them at the worst possible moment: under deadline, with a code change required, and with nothing left to cut.
