Set up AshieSlashy's operating guidance without silently rewriting the user's existing instructions.

The Skills CLI owns skill selection, agent selection, and global/project install scope. This setup skill does not install, select, enable, disable, or enumerate skills. It only proposes Ashie's Architect methodology from the bundled template, includes project-memory methodology guidance when that skill is installed in the same active scope, and keeps all changes review-first.
