TPSReport Knowledge Base Generation Skill

The single workflow manager for a TPSReport knowledge base across its whole lifecycle: seeding new reports, generating content from guidance, enriching retrieval metadata, assessing existing reports, and continuously testing and iterating — then building locally, pushing through the Obsidian plugin, and controlling online visibility/gating. The end state is a rich, retrieval-tuned KB that TPSReport agents query at runtime.

This supersedes the older "enrichment-only" scope: enrichment (Phase 3) is now one phase inside a closed build->push->measure->iterate loop.
