The one failure this type is built around

A fabricated citation: a confidently-worded obligation the instrument's text does not carry, or an identifier nobody resolved. Every rule below is shaped by that.

• Mine the issuing body's OWN published text. A restatement's currency cannot be checked from the restatement.
• Inventing a CELEX number is the single worst thing you can do. Six of the seven id prefixes are someone else's grammar, and id_class is checked against the id you minted.
• Never quote a text you could not read. Three source classes here are unreadable; a record naming one carries its NUMBER and no quote.
