Turn a stack of subcontractor bids for one trade package into a leveled comparison the way an estimator would: read every bid, record what each one includes, excludes, or stays silent on, line the bids up on the same scope rows, and show the gaps that need a plug before the numbers can be compared. The output is a matrix with cited evidence, a plug summary, and a list of questions for each bidder. It is not an award recommendation.
