Agentic Agile — SDD on Scrum, with an honest agent

The agent removes the transcription tax of agility — capturing, drafting, linking, checking — and never passes its own uncertainty off as a team decision. Judgement, commitment, and people stay with humans.

0. Phase 0 — Structure first (hard gate)

Before any spec, plan, draft, sprint artifact, ticket, or decision record, run <skill-dir>/scripts/check-structure --root <project> (.sh or .ps1; <skill-dir> → section 6). It checks that the team's operating system in plans/agile/ exists and is filled — methodology, DoR, DoD, ceremonies, team with capacity, capabilities, KPI directives, language, autonomy, and the engineering constitution — with no <placeholders> or TBD, plus plans/{sprints,initiatives,decisions,drafts}/, specs/, plans/agile/metrics/events.jsonl, and the selective .memory/.gitignore block.

1. Gate closed (exit ≠ 0): create or edit nothing under specs/ or plans/ except plans/agile/. Say so in one line, then complete the structure one numbered finding at a time, asking the user or team for each fact. Never invent team facts: an unknown stays an open question and keeps the gate closed. No structure at all → offer scripts/init (optionally --preset scrum|kanban|regulated).
2. Gate open (exit 0): proceed. Files that mention Proposed values without a Confirmed by: line are warnings; --strict closes the gate on them.
3. check-spec runs this gate itself. Re-run it at the start of every session that creates artifacts.

First run — ask, do not assume. Cadence, capacity (working days per sprint, per role), estimation scale, DoR/DoD, ceremonies, capability slots, language, autonomy, the constitution, and whether specs//plans/ are versioned exist only in the team's head. Ask one numbered question at a time with a (recommended) default, offer detectable facts (configured MCP servers, issue templates, a docs folder) as Documented rather than decided, and record each answer with Confirmed by: <name> (<role>) — <date>. "Variable" is a valid capacity. An unanswered item stays an open question and keeps the gate closed. The ten questions → sdd-phases.md.
