Bot Panel Review Loop

One invocation = one fleet-wide sweep of the repo's open PRs. The sweep selects the actionable PRs, then dispatches one fresh agent per PR to review it and post advisory comments back. This skill never changes the code — no edits, no commits, no pushes. Its only side effects are GitHub reactions and comments.
