Literature Survey

Research a body of knowledge that is not in this checkout, and leave behind two things: a corpus on disk, and a report whose every claim points into it.

The failure this skill exists to prevent is fluent synthesis over unread abstracts. Downloading the PDFs does not prevent it. Only a mechanical check does: a claim carries a locator, and verify_locators.py re-resolves every locator against a hash-pinned manifest before the report is allowed to stand.
