The core review purpose is legitimate, but the actual footprint is much broader than a plan-review skill: it executes many external local binaries, performs telemetry/sync orchestration, can modify project files and commit changes, and can load another skill transitively. This looks more like a full gstack control-plane wrapper than a narrowly scoped DX review skill, so the capability set is disproportionate even without clear proof of malware.
