Execute plan with gates

Use this skill when the user provides or attaches an implementation plan and explicitly wants controlled execution with either:

• gated mode
• ungated mode
• approval checkpoints
• phase checkpoints
• commit permission gates

This skill is intentionally narrower than generic plan execution skills such as executing-plans.
