Set up the combined engineering skills

Scaffold the per-repo configuration that the engineering skills assume:

• Issue tracker: where issues live (GitHub by default; local markdown is also supported out of the box)
• Triage labels: the strings used for the five canonical triage roles
• Domain docs: where GLOSSARY.md and ADRs live, and the consumer rules for reading them

Configure one project contract for both the Matt and Pstack entrypoints. Reuse existing choices and authorization; ask only about unresolved tracker, label, or document decisions. Prepare the concrete proposed changes before requesting a new decision. Personal model-role overrides remain optional through /pstack-setup.
