CircleCI Onboarding

Set a repository up on CircleCI from scratch. circleci onboard does most of this in one command, so the path is short:

1. Preflight — usable CLI, signed-in user
2. Choose the organization — the one thing onboard cannot work out
3. Run circleci onboard — project, repository, pipeline, trigger
4. Get the first pipeline green — push, watch, fix, repeat

Doing it by hand is the fallback for the cases onboard cannot cover. Reach for it only when step 3 tells you to.

Use AskUserQuestion to collect decisions rather than asking in prose, and run a CLI check before asking anything you could answer yourself.
