Event follow-up router (sync everyone, then decide who to contact)
The insight: syncing the list and deciding who to contact are two separate jobs over the same rows, and running them as one pass is what silently corrupts event reporting. Every registrant needs a campaign status whether or not a single email is ever sent to them — attendance is a fact about the event, contactability is a decision about outreach — so the sync runs first and covers the whole list, and nothing the qualification ladder decides afterwards changes campaign membership.
The evidence for keeping them apart is the size of what qualification removes. On the author's run of this play, one episode's campaign had 624 eligible members and 295 that were contactable: 329 rows were held back by fields already populated before the event happened — explicit opt-out, marketing opt-out, a disqualified-persona flag, already sitting in another sequence, account-level suppression, no email, no contact record. All 329 of those people still attended, and still belong in the campaign's numbers. A run that writes status only for the people it intends to email under-reports its own attendance by half.
