Get top conference attendees (re-read the campaign; never remember what changed)

The insight, and it decides the whole shape: nothing can tell this skill what got unlocked. A free account gets a small number of fully written dossiers per campaign; everything else is ranked and waiting. Unlocking more happens in a browser, against a share link, by a person who may not be the person who ran this — possibly on their phone, possibly next week.

The skill CAN unlock dossiers itself — there is an endpoint for it, priced and gated at Step 9. But that is not the same as being told about one. There is no since or updated_after parameter on any call, no webhook for an unlock, and nothing in any contact record saying when its dossier appeared. Unlocking also still happens in the browser, by whoever has the share link.

So the skill can never be sure it was the one that unlocked anything. A top-up cannot be a notification, and it cannot be a diff against a remembered timestamp. It can only be a re-read. The campaign id is the entire state. Every load asks for every contact again, takes everything that now carries a dossier, subtracts what has already been written, and writes the difference.
