When to Activate

• User says "refactor", "cleanup", "clean up", "restructure"
• User says "split service", "split controller", "break up"
• User says "reduce coupling", "decouple", "extract module"
• User says "modernize legacy", "strangler fig", "incremental rewrite"
• User says "rename symbol", "move file", "reorganize"
• Code review flagged a maintainability or structure concern that requires restructuring without changing behavior

Boundary: If the request involves fixing a bug or adding a feature, stop and redirect to backend-implement. Refactoring and feature work must never share the same change set.

Out of Scope
