Implement Plugin Parity (EXECUTION)

This skill consumes an approved routing artifact written by analyze-plugin and executes its plan. It is the execution half of the parity subsystem; the planning half (analyze-plugin) and the drift check (plugin-parity-drift) are its siblings.
