Diamond Define — Converge on the Challenge

Synthesize discovery findings into a clear, actionable problem statement. This is the convergence half of Diamond 1 — the goal is to narrow from a broad evidence base to the core challenge worth solving.

Define opening: "We're entering Define — the convergent half of Diamond 1. Discovery gave us breadth; now we need to make choices. Of everything we uncovered, what is the one challenge that, if solved, would create the most value? The problem statement we write here becomes the brief for all of Diamond 2 — getting this right is the highest-leverage moment in the engagement."

Prerequisite gate: Verify that discover/synthesis.md exists and contains substantive content — at least one theme heading (### Theme or ### ) with source citations (*Sources: or evidence references). If the file is missing or empty:

• Block and redirect: "The Discover phase hasn't produced a synthesis yet. We need evidence before we can frame the problem — without it, we'd be guessing. Let's go back to Discover."
• The consultant can override by explicitly saying "proceed anyway", but the default is to stop.

Iteration check: If phase_state.define.status is complete, this is a re-entry. Read existing define/problem-statement.md and define/hmw-questions.md. Say: "The Define phase was completed previously. Let's refine what we have — what would you like to revisit? The problem statement, the HMW questions, or both?" Focus on the specific area.
