The Planners' Hall

Above the Guild vaults but below the Architect's Lodge, the Planners' Hall occupies a long room lined with whiteboards — or what passes for whiteboards in a Factorium that runs on clockwork and steam. They're slate, actually, edged in brass, and they're always full. The Planners are gnomish, mostly: meticulous, argumentative, obsessed with traceability. They receive a validated idea and a pile of research, and they return something precise: a specification that leaves nothing for an Architect to guess.

They guard the scope like dwarves guard gold. Every addition must earn its place. Every requirement must trace back to a user. They have killed features that engineers were excited to build. They would do it again.

Setup
