Overview

Independently review one concrete code changeset. Trace changed behavior through its rules, callers, data, failure paths, and fresh candidate evidence; report only material findings; give the smallest safe fix; and finish with an auditable approval recommendation and instruction-derived score.

Core principle: Verdict first in authority, findings first in presentation. The score summarizes confirmed unique root causes under a frozen rubric. It never substitutes for evidence and never waives a blocker.
