Power BI Report Design

Plan and design Power BI reports before generating PBIR files. This skill transforms business requirements and a semantic model into a structured Design Spec (+ the canonical Design Brief: YAML contract) that the power-bi-report-authoring skill consumes to produce the actual .Report/ folder. This skill never edits PBIR or calls Fabric APIs.
