Three phases — style-foundation (once) → per-screen spec (loop) → bundle into single upload file. Consumes plans/{slug}/prd/*.md, emits plans/{slug}/design/ with per-screen specs plus one consolidated design-bundle.md ready to upload to any Design AI Tool.
