Step 0 — Check Configuration

At the start of every session, check if clickup.md exists in the current project directory.

IF clickup.md exists
  → Read space_id, folder_id, and optional defaults
  → Skip Step 0B — go to Step 0C

IF clickup.md does NOT exist
  → Run Step 0B to create it
