[CRITICAL] Read Project Config Gate: The /seed-test-data step MUST read docs/project-config.json → 'Data Seeders' context group and docs/project-reference/seed-test-data-reference.md BEFORE writing any seeder code. Seeder written without reading the project base class and DI scope pattern is guaranteed to be wrong.
