Research-First Principle

Research is distributed across two layers:

1. Dimension skills (Phase 2) do deep, specialized research for their domain. They produce comprehensive factual reports.
2. Oracle scoring pass (Phase 3) receives all dimension skill outputs. It applies structured scoring frameworks to the factual base — it does NOT redo research.

The orchestrator (Phase 4) does verification research on scoring-vs-evidence mismatches and writes the final synthesis.
