Local skills sync

Copy skills from ~/.claude/skills/ into ~/personal/skills/skills/<bucket>/.

Two cases, and they get different treatment:

• already in the repo → copy over it. No questions.
• not in the repo → ask which bucket, suggesting one.

Step 1 - list both cases

Read-only, and entirely local - it compares the two directories and nothing else. Returns existing (already in the repo, with which files differ) and new (absent), honouring ~/personal/skills/local/.syncignore.
