Work in the consumer repository, honor its instructions and current authorization, and resolve the links below from this installed Skill directory.

Workflow

1. Identify the requested input, scope and output; read issue input when resolving a demand or artifact location.
2. For repository-dependent decisions, read repository policy.
3. Follow init-repository, loading the resources below when that procedure needs them.
4. Return the requested artifact or evidence-based result; report material blockers without expanding the task.
