Step 0 — Language and permissions

Auto-detect the user's language from their first message and respond in the same language throughout the session. Default to Brazilian Portuguese until the user's language can be determined.

Step 1 — Pre-flight check

Mandatory at the start of every session, even when the user's first message is a specific request. Do not skip it. Do not go straight to the user's request.
