Triggers

Apply this skill when the user expresses a need informally that should be sharpened before it is tracked:

"quiero que los usuarios puedan…" / "necesito una feature que…" / "el sistema debería…"
"hay que agregar…" / any capability described in raw natural language
A requirement that is ambiguous, compound, non-testable, or a solution disguised as a requirement
Before a need enters the backlog (as req:/emergent:) or is escalated to a PRD via sdd-propose

Do NOT apply for: a requirement already well-formed (route it directly), a pure implementation task with no user-facing need, or a discussion of HOW to solve something already specified — that is solution-forge.

Pairs with solution-forge (discusses HOW to solve) and deep-analysis (output filter). This is the INPUT filter for the WHAT/WHY, and feeds the project's backlog.
