Overview

Create structured disagreement, revision, and synthesis around one shared problem. The main agent is the orchestrator: it frames the inquiry, convenes complementary perspectives, oversees exchanges, maintains a deliberation ledger, and produces coherent solution sets.

Core principle: widen the possibility space without confusing multiple model outputs with independent facts or human expertise.

This skill explores an ambiguous problem. It does not force a decision unless the user asks for one.

Suitability gate

Use a council when at least two of these are true:

• The goal, problem definition, or available options are uncertain.
• Stakeholders value different outcomes.
• Important trade-offs or second-order effects are easy to miss.
• A premature recommendation would be costly or hard to reverse.
• The user explicitly asks for a council, think tank, panel, multiple perspectives, or non-linear exploration.
