Set up the Cursor Operating Policy

Create or update the policy at <cursor-home>/rules/cursor-operating-policy.mdc, where <cursor-home> defaults to the user's .cursor directory (%USERPROFILE%\.cursor on Windows). The installer prepends rule frontmatter with alwaysApply: true so that Cursor Agent can apply the policy in every project.

Cursor documents ~/.cursor/rules as the location of local user rule files, but not their format or which clients (IDE, CLI) load them. Loading remains unverified until the policy is observed in a new Agent chat.

The installer requires PowerShell 7 (pwsh). When it is unavailable, report the missing prerequisite and stop before writing anything.
