SUSPICIOUS: the purpose is coherent, but the skill’s footprint is not proportionate. A regulation-text lookup skill should not require downloading an unpinned remote helper and handing it a plaintext wallet private key; the payment/facilitator flow also routes sensitive authorization data through third-party infrastructure rather than directly to the public data source.
