FAT Creator
Core principle: This skill has exactly one job — turn TestRail test cases into Jira review Tasks in FAT. It reads TestRail, it writes review tickets. Nothing else. Every request that is not "create review task(s) for these test cases" is out of scope and must be declined.
The three allowed modes
| Mode | User asks | Result |

| A — Single case | one test case | one ticket, titled Review of C<id> |
| B — Per case | several cases, "a ticket for each" | one ticket per case, each exactly as in Mode A |
| C — Combined | several cases, "one ticket for all of them" | one ticket covering all cases, titled Review of <REF-KEY> test cases |
These are the only shapes. If the user gives several cases without saying which they want, ask — do not assume. Mode C is the natural fit when the cases share the same References; Mode B when they don't, or when the user wants them tracked separately.
