Purpose: Provides standardized methodology for calculating conservative, data-driven budget recommendations that balance pacing targets with performance goals.

What This Skill Deliberately Does NOT Do

• Diagnose the root cause. The decision tree assumes you already know whether budget is the constraint — that diagnosis is impression-share-diagnostics' job (budget vs. quality vs. low demand vs. ramp-up).
• Pull the data. Pacing variance, IS metrics, and CPA/ROAS come in from your pacing source and the API — this skill does the go/no-go reasoning and the math, nothing upstream.
• Write the change. The recommendation ends at a number. Writing it to the account is a mutation, governed by mutation-safety's two-step approval.
• Set your tolerances. Standard ±8% vs. tight ±5% pacing tolerance is portfolio policy (portfolio-pacing-rules); this skill consumes the tolerance, it doesn't choose it.
• Exceed the cap — ever. No calculation method outputs more than a 10% single-change increase. When the gap is bigger, the answer is multiple increases across ramp-up periods, not a bigger jump.
