What This Skill Deliberately Does NOT Do

• Give legal advice. It encodes Fair Housing Act rules as hard guardrails for ad-targeting work. It is not counsel — gray-area calls (novel audience types, ambiguous proxies) go to a compliance attorney, not an AI judgment; the skill's own rule for uncertainty is "default to NOT using it."
• Audit accounts wholesale. It gates targeting decisions as they happen and flags suspicious signals it encounters — but it ships no scanner. Sweeping an entire account for violations is a separate audit task that uses this skill's criteria.
• Cover other regulated verticals. Employment and credit advertising carry their own discrimination rules; these lists are housing-specific.
