Use this skill for Jira bug fixes worth persisting: not just fixing the code, but also recording root cause, behavior changes, design trade-offs, task lists, verification evidence, and archive results.

Division of labor:

• Jira: problem source, business context, status transitions, and fix comments.
• openspec/changes/<change-name>/: Jira context, root cause, behavioral contract, solution, tasks, verification, and the final archive.
• PR/MR: code delivery, verification evidence, risk notes, and the review entry point.
