Turn incomplete intent into a user-approved Interview Brief. Interview first; do not implement the resulting work in the same invocation unless the user separately authorizes that next step.

The interview works on all four kinds of unknowns, not only the ones the user already knows are open: it grounds on what the user has said, asks about what they know is unsettled, shows them what they would recognize but cannot describe, and brings in what they have not considered.
